description: <DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>The Regional High Injury Network (RHIN) is the result of a data-driven process designed to show where killed and severe injury (KSI) crashes occurred, and where bicyclists and pedestrian crashes occurred, both using reportable crash data from 2017-2021 (NJ) and 2018-2022 (PA). The RHIN has two layers: the red layer includes segments where 2 or more KSI crashes took place within a half mile, and the blue layer includes segments where 2 or more bicyclist and/or pedestrian crashes of any injury severity occurred, also within a half mile.</SPAN></P><P><SPAN>The RHIN does not include previously developed high injury networks (e.g.: Philadelphia, Trenton) but the Regional Vision Zero effort recognizes those existing networks. The RHIN excludes limited-access roadways (e.g.: ramp-access highways) because road design changes and investment strategies on such major facilities are beyond the scope of this effort.</SPAN></P><P><SPAN>The RHIN is a planning tool designed for use in tandem with other data sets to inform roadway safety investigations and for reference in plans and projects. We are publishing the RHIN in advance of the Regional Vision Zero Safety Action Plan release to support local safety planning.
