The Web Mercator layer is intended for use in ArcGIS Online, or in other maps in Web Mercator projection. This spatial data set provides Legislative District boundaries for New Jersey and information about legislative representation. These boundaries were established during re-districting after the 2020 decennial census. This version of the spatial data was created in order to overlay properly with high-quality vector framework GIS data published by the State of New Jersey. Date-stamped layer will continue to reflect the 2022 redistricting. A separate layer is updated as Districts and legislators change.

Roster attribute contents are empty until January 2024. This spatial layer represents the Legislative District boundaries for New Jersey, beginning with the election in November 2023. It is derived from the official version released by the 2022 redistricting round of the NJ Apportionment Commission, but is not the same as that version. The official version is based on municipal boundary and other geographic data from the US Census Bureau, 2020 census, and demographic data from the US Census Bureau, 2020 census re-allocated count data for Census Blocks, released by the New Jersey Department of State, Division of Elections and published by the NJ Apportionment Commission. The use of the re-allocated counts for redistricting is mandated by New Jersey P.L.2019, C385. The re-allocation assigns prisoners to their original address before incarceration. This spatial layer re-creates the district boundary locations using the more-accurate GIS municipal boundary layer Govt_admin_municipal_bnd. District split lines through Newark and Jersey City are based mainly on the official data and NJOGIS-published street data. Where the District boundary does not follow a street centerline, physical features on orthophotography, New Jersey hydrography, and Census Block boundary lines, were consulted. Attribute data in this feature class will be added from the NJ Legislative Roster supplied by the Office of Legislative Services. These data are updated as they are received from OLS; typically there is a lag between changes and these updates.

Most of the district boundaries are based on municipal boundaries as published by NJOGIS, release of February, 2022. District split lines through Newark and Jersey City are mostly based on NJOGIS-published street data (Tran_road_NG911.gdb/Tran_road.)
All districts are represented. Data set covers the entire geographic extent of New Jersey. Unlike the Census Bureau TIGER data, it does not cover water areas outside of municipal boundaries. Many attribute contents are null until January 2024.
District assignments were checked by overlaying this data set on the layer approved by the Apportionment Commission and inspecting the district labels.
Horizontal accuracy of this data set is approximately the same as that for Govt_admin_municipal_bnd. Most of the boundaries are based on documentation and 1:2400 nominal scale orthophotography.

In order to create the post-redistricting spatial data, a copy was made of municipal boundaries published by NJOGIS 2022-02-11, to use as source data, with an attribute added to contain the Legislative District identifier. The municipality/legislative district crosswalk table published by the Apportionment Commission was joined to the municipal boundaries on MCD code, and the LD identifier filled by calculation. Split municipalities Newark and Jersey City were assigned to one of the two Legislative Districts. Split lines were created for Newark and Jersey City, based mainly on the Apportionment Commission published split lines and NJOGIS-published road centerlines, also using existing Election District boundaries, rail lines, NJDEP-published hydrography, 2020 census block boundaries, and NJOGIS parcel boundaries. The split lines were used to split Newark and Jersey City, and the resulting four polygons were attributed for LD identifier. After attribution was complete, the municipal boundaries were dissolved on the Legislative District attribute. Process step completion date is approximate.
